Open Question: Under the Health Care Plan to include children to age 26 on parents insurance?

are there any conditions attached? Do kids have to be enrolled in college? Do they have to be income tax dependents on parents return? Does this apply to a group insurance plan at parents' employment? Do they have to be living with parents?
