Open Question: What is a Baseline Adjustment for a total loss insurance claim?

I am going through an auto insurance claim for a total loss and they keep putting this baseline adjustment on there for $1199 and I can not get a straight answer. Does anyone know what this is? My adjustor told me that it is the cost for detailing the car which is bull. CCC who is determining the amount says it is market difference but they are putting that on the cars right down the street. Any info appreciated.
