Open Question: Settlement after an injury after auto accident?

Is a phone release the same as signing the paper release or a check? I was injured in an accident and they low balled me but I haven't signed anything yet. Is a phone release a legal binding contract? When I called her back to say No on the offer, she said it was legal. So why would I need to sign a paper release than? Thanks in advance?
