Open Question: When TV shows have a Renewal Cancellation Index, what does this actually measure?

i.e. a seriously good show could have a 1.4, while a cancellation show could have a 0.6 I look for these on tvbythenumbers.com Is it the ratio of the shows viewing to the network average?
