Open Question: small firm needs a delivery driver for about 6hrs a week,but cost of extra insurance is too expensive.?

my sister has started a small laundry business and at the moment is doing all the collecting and delivering herself and would like to employ a driver to work a few hours a week,unfortunately the extra cost to add a driver to existing insurance is proving too costly.would appreciate any info on company's who perhaps specialise in this type of insurance.
