Open Question: Getting NOC from insurance company as per new IRDA rules.?

hi, i am working with an insurance company as an agent. I want NOC to switch to other company. Also i haven't done any business with the current company. Can the current company issue NOC to me as i have not logged any policy under my code since my agnecy started. Please guide as per new rules. thanks.
